Currently, the Forzathon shop is not active in Forza Horizon 5. This was made intentional by the developer, which is clearly stated on the official Forza Horzion series webpage:

The similar strategy with the release of Forzathon shop was applied during the release of Forza Horizon 4. Back then the shop had been listed in the game’s menu, but it would not open during the launch of the game. However, it was instantly available as soon as the first update got released.
Forzathon shop allows players to purchase exclusive shop items after completing daily and weekly challenges. The items include new cars, locations, emotes, car horns, and many other cool items.
